    The Impact Assessment Unit at the Ministry of Planning and International Cooperation handles introducing Evaluation and Impact Assessment to be an integral part of the Government Developmental Projects implementation process and dissemination of this concept in government institutions. Through the evaluation of programs and projects and their effects and implications on citizens and economic and social sectors. The IAU process targets all the concerned project parties, focused on releasing and keening the Monitoring and Evaluation M&E culture (processes, methodologies and mechanisms).

Objectives

IAU main objectives are the following:

  • Maximizing the benefits of the implemented Developmental Projects to improve the economic and social developmental environment. 

  • Institutionalizing Evaluation and Impact Assessment Process.

  • Fostering the institutional and community partnerships to achieve the developmental goals of the Government programs.

 

Mandate

  •     Institutionalizing Evaluation Process to be one of the main procedures of the Evaluation process and methodology during the project lifetime phases. This will determine the required evaluation documents through the evaluation process (such as the Logic framework, evaluation plan, etc.), in order to facilitate evaluating and monitoring purposes.

  •     Participating actively with the Ministries and concerned institutions at the project document formulation stage, by contributing in structuring the project Logic Framework. This will address the linkages of the project objectives, expected outcomes and impact on the concerned targets and beneficiaries.

  •     Evaluating a selected completed programs and projects to assess its impact, and compare its objectives with the achievements regarding to its documents.

  •     Active Participation with internal missions that are assigned by the donors for Project Midterm Review and Project Post Evaluation purposes. These projects are financed by the donors. The participation will be in formulating the evaluation methodology and monitoring the implementation of the methodology.

  •     Highlighting the Key and critical sector and component indicators which are addressed in the National Executive  Development Program for the years 2011-2013. This will show any achievements delays through the quarterly reports of the project lifetime. These reports are issued by the Programs and Projects Departments- MoPIC.

  •     Evaluation practitioners capacity building at the Ministry of Planning and International Cooperation MoPIC and other ministries by preparing and supervising on Evaluation training packages and participating in implementing the processes of a certain evaluation training programs.

  •     Formulating an annual Evaluation plan based on the projects status and determine project evaluation framework., IAU also, supervises the Evaluation implementation processes regarding this schedule.

  •     Sharing the Evaluation reports which include the results and learned lessons with all the concerned parties. This will be reflected on Policies, Strategies and priorities modifications to be matched with the national Goals.
